Region appoints commissioner of Community and Health Services

A York Region employee who earned international recognition from a United Nations institute has been appointed commissioner of Community and Health Services for the Region.

Lisa Gonsalves has held numerous leadership positions since joining York Region in 2000. She served as acting commissioner of Community and Health Services since June 2024 and previously served as general manager of Paramedic and Senior Services.

Gonsalves has led various initiatives, including community investment allocations, strategic social policy and the development of the Region’s Newcomer and Seniors’ Strategies. Her leadership on the Inclusion Charter for York Region earned international recognition from the United Nations Institute for Training and Research.

“Regional Council is confident her extensive experience and dedication will continue to drive excellence, helping us meet the needs of our growing and diverse communities,” York Region Chairman and CEO Wayne Emmerson said of the appointment, effective December 2.

Gonsalves holds a Bachelor of Arts in Public Policy and Administration from York University and a Master of Arts in Political Science from the University of Toronto. She also serves as Board Chair for the United Way Greater Toronto.

The commissioner of Community and Health Service reports directly to the chief administrative officer and is responsible for providing strategic direction and overall department leadership, which includes public health, paramedic services, social assistance, housing services, seniors’ services, children’s service and strategic policy and planning. Additionally, the portfolio is responsible for fostering innovation, collaboration and equity in service delivery, the Region reports.
