The City of Markham’s new Treasurer and Director of Financial Services brings a unique blend of “traditional finance and business service roles.”
Joseph Silva will report to the Commissioner of Corporate Services when he assumes the position on June 19.
His portfolio will include managing all business functions of the Financial Services Department, including multi-year financial planning, the budget process, investment management and City-wide financial services like revenue and taxation, accounts payable, procurement, and financial monitoring and reporting.
“Joseph brings significant and diverse experience that blends traditional finance and business services roles, as well as public policy and community-based programming,” Mayor Frank Scarpitti says.
Silva is a Chartered Professional Accountant with Master’s degrees in public administration from Queen’s University and economics from McMaster University and undergraduate degrees in economics and education from York University.
He will leave his post as Director of Strategies and Partnerships in the Community and Health Services Department with York Region, where his responsibilities have included social policy development and community program design and implementation, as well as emergency social services, and strategic programs and partnerships.
In his previous role as Deputy Treasurer and Director at York Region, Silva was responsible for financial and business processes, including accounts payable, accounts receivable, payroll and office services for the entire corporation. He is credited with leading several transformation initiatives and technology improvements to enhance financial processes.
Prior to joining York Region, Silva worked with the Ministries of Energy and Infrastructure in the provincial government and at Finance Canada. “The City of Markham has a proud tradition of strong financial stewardship and Joseph brings to Markham an exceptional skillset and familiarity with Markham and York Region, which sets him up for success,” says Markham CAO Andy Taylor.
